US Pitches $112 Billion ‘Project Sunrise’ to Rebuild Gaza as High Tech Metropolis

US special envoy Steve Witkoff and Jared Kushner have presented a $112 billion reconstruction proposal for Ga-za to officials from Qatar, the UAE, Egypt, and Turkiye, according to a Wall Street Journal report dated December 19. The 32 page PowerPoint presentation, titled Project Sunrise and marked sensitive, was developed over 45 days and outlines a plan to rebuild Ga-za over a 20 year period. The proposal envisions transforming the Ga-za Strip into a high tech metropolis through four phases of reconstruction beginning in the south, with Rafah designated as a new administrative center intended to house more than 500,000 residents.

The plan does not specify where Ga-za’s roughly two million Palestinian residents would live during the reconstruction period. This comes as Israel’s blockade has restricted the entry of shelter materials, leaving many Pales-tinians living in damaged buildings and temporary tents. In early December, a winter storm caused multiple deaths, including three infants, and led to widespread flooding across tent camps, with reports indicating that about 95 percent of such camps were affected. UNRWA has said its teams continue providing assistance amid worsening conditions.

The proposal includes plans to monetize 70 percent of Ga-za’s coastline starting in the tenth year, with projections of more than $55 billion in long term investment returns. It states that the United States would provide $60 billion in grants and loan guarantees, with the World Bank also involved, and that the project is contingent on Ham-as demilitarizing and dismantling its weapons and tunnels. Hamas officials have said they are willing to relinquish weapons and transfer authority to a Pales-tinian governing body, while Israel has rejected these efforts and limited the involvement of Pales-tinian technocrats. The plan follows earlier statements by President Donald Trump proposing the relocation of Ga-za’s population and redevelopment of the territory, ideas that were rejected by several countries and supported by Israel’s government.
