US President Donald Trump’s officials have drafted a 28 point plan to end the Russia Ukraine war that would freeze the conflict along current lines and require Ukraine to surrender Crimea, Donetsk and Luhansk while abandoning its NATO ambitions. The proposal follows meetings between US envoys and senior Russian and Ukrainian officials, though European governments were not part of the drafting. Kyiv has confirmed it received the plan but stressed that no approval was given and discussions remain technical.

The framework calls for an immediate ceasefire, caps Ukraine’s military at six hundred thousand troops and demands constitutional changes blocking NATO membership. In return, Ukraine would gain access to the EU market and receive a major reconstruction package funded partly with frozen Russian assets. The deal includes a US backed security guarantee if Russia invades again, while Russia would see its sanctions eased in stages. Many of these terms clash with Zelenskyy’s stated red lines.

The rest of the document lays out a broad restructuring of security and diplomacy in Europe: a non aggression pact involving Russia, Ukraine and Europe, renewed arms control talks, and a ban on NATO troop deployments in Ukraine. The plan would also restore Russia to the G8, hold Ukrainian elections within one hundred days, open the Dnipro to commercial use and return civilian detainees on both sides. A Peace Council chaired by Trump would oversee compliance, and the agreement would lift sanctions as Russia meets its obligations.
