Trump’s Military Occupations of US Cities Cost Nearly Half a Billion Dollars: Report

President Donald Trump’s domestic military deployments have cost nearly $473 million, according to an estimate from the National Priorities Project and data provided by Sen. Dick Durbin’s office. The totals include $172 million for Los Angeles, $270 million for Washington, D.C., $15 million for Portland, Oregon, $3 million for Memphis, Tennessee, and $13 million for Chicago.

The deployments involved National Guard and federal forces sent to multiple cities over the last six months. Operations in Los Angeles began in June, D.C. in August, Portland in September, and Chicago and Memphis in October. The occupations were conducted under Title 10 federal authority or hybrid Title 32 authority in the capital. Federal and state troops were tasked with civil disturbance response, anti-immigrant operations, and support for local law enforcement.

Federal courts have issued rulings restricting or blocking some deployments. In Oregon, District Judge Karin Immergut ruled that Trump exceeded his authority by federalizing National Guard members, noting there was no rebellion or incapacity of local law enforcement. Similar injunctions have been issued in Chicago and Los Angeles. The Supreme Court has received emergency requests from the administration to allow continued federal control of troops.

Trump has publicly cited the Insurrection Act as authority for the deployments, though legal experts note the law has strict criteria and has historically been invoked only 30 times. The Pentagon has not released full cost data, citing incomplete appropriations. Cost estimates from Durbin’s office calculate an average of $647 per soldier per day based on deployment size and duration.

In addition to domestic deployments, the administration maintains a list of foreign designated terrorist organizations and has issued National Security Presidential Memorandum-7, which addresses purported domestic threats, including antifascist and progressive groups.

The National Guard units involved are reportedly being trained as “quick reaction forces” to respond to civil disturbances. Analysts note that the total cost of these domestic operations could rise further if additional deployments proceed.
